PCNI INAUGURAL MONTHLY COORDINATION FORUM
SESSION’S COMMUNIQUE – JULY 5, 2017
COMMUNIQUE ISSUED AT THE END OF THE INAUGURAL EDITION OF THE PCNI MONTHLY COORDINATION FORUM FOR KEY FEDERAL AND STATE ACTORS/STAKEHOLDERS, MINISTRIES, DEPARTMENTS AND AGENCIES (MDAs) WORKING IN THE NORTH-EAST REGION.
THEME: “PROMOTING SYNERGY AND COLLABORATIVE FRAMEWORKS AMONG ALL HUMANITARIAN AND DEVELOPMENT ACTORS IN THE NORTH EAST” HELD AT BARCELONA HOTEL, ABUJA ON THE 5TH OF JULY 2017.
ATTENDANCE:
THE FORUM WAS LED BY THE PCNI MEMBERS, SUPPORTED BY THE OFFICE OF THE VICE PRESIDENT AND ATTENDED BY OVER 200 STAKEHOLDERS COMPRISING:
1. THE UN NIGERIAN COUNTRY SYSTEM AND ITS AGENCIES, THE BRITISH DEPARTMENT FOR INTERNATIONAL DEVELOPMENT (DFID), THE EUROPEAN UNION (EU), THE UNITED STATES AGENCY FOR INTERNATIONAL DEVELOPMENT (USAID), THE INTERNATIONAL ORGANIZATION FOR MIGRATION (IOM), THE KEY DONOR FUNDING INSTITUTIONS INCLUDING THE WORLD BANK (WB), THE AFRICAN DEVELOPMENT BANK (AFDB), THE ISLAMIC DEVELOPMENT BANK (ISDB).
2. SEVERAL LOCAL AND INTERNATIONAL DONORS, CORPORATE FOUNDATIONS AND AID PARTNERS KEY AMONG WHOM WERE THE VICTIMS SUPPORT FUND, THE OANDO FOUNDATION AND THE MTN FOUNDATION.
3. REPRESENTATIVES OF THE NORTH EAST STATE GOVERNMENTS AND RECOVERY AGENCIES AMONGST WHOM WHERE THE STATE EMERGENCY MANAGEMENT AGENCIES.
4. REPRESENTATIVES OF KEY FEDERAL GOVERNMENT AGENCIES AMONGST WHOM WERE NATIONAL EMERGENCY MANAGEMENT AGENCY (NEMA), THE FEDERAL MINISTRY FOR BUDGET AND PLANNING, THE FEDERAL MINISTRIES OF HEALTH, POWER WORKS AND HOUSING, AGRICULTURE, EDUCATION, AND FINANCE.
5. REPRESENTATIVES OF THE NORTH EAST LOCAL AND INTERNATIONAL COMMUNITY BASED ORGANISATIONS AND NOT-FOR-PROFIT AGENCIES.
The Presidential Committee on the North-East Initiative (PCNI) is charged with the responsibility of coordinating all interventions in the North-East and to oversee the recovery and rebuilding of the region. The PCNI process is targeted at enhancing frameworks, building delivery partnerships, augmenting capacities, filling gaps and promoting synergy among all humanitarian and Development Actors engaged in the North-East, Nigeria.

This has informed the PCNI design of a monthly coordination forum to provide a common platform that systematically supports all Actors in the North-East as a critical step which addresses the need for cohesion and synergy.
Existing frameworks for collaborative interventions have been affirmed and were today validated by several Actors and Sector Working Groups in the region involved in the numerous intervention activities and efforts.
At the maiden edition of the meeting (5th July, 2017) at Barcelona Hotel, critical appraisals of needs, interventions, challenges and other ideas for coordination were discussed during the sessions resulting in the participants unanimously resolving as follows:
1. That National and International Donor Partners have adopted the Buhari Plan for the unification of efforts in the recovery and rebuilding of the North East under the leadership and guidance of PCNI as the coordinating body for all interventions in the region.
2. That all National and International Donor Partners recognize PCNI and commit to work with it as the apex Federal Government Leadership Structure for effective coordination of the North East interventions.
3. That the PCNI has proposed the Monthly Coordination Forum as a powerful tool for encouraging communication and collaboration, thereby enhancing synergy, increasing efficiency and improving transparency in the delivery of interventions in the North East.
4. That National and International Donor Partners have recognized the huge humanitarian needs in the North East, hence have scaled up funding to expedite the recovery and rehabilitation of the North East;
5. That all Stakeholders and Partners affirm similar objectives, priorities and challenges in the region, hence are agreed to harmonise existing coordination platforms with the PCNI Monthly Coordination System to achieve the shared vision of recovery and rebuilding the North East.
6. All Stakeholders have agreed to adopt the PCNI proposed Monthly Coordinating Structure to drive expeditious action henceforth, based on priorities identified and agreed to in the PCNI Monthly Coordination Forum.
7. That all Local, International and Private Sector Stakeholders have agreed that the PCNI Monthly Coordination System and Tools build confidence and a strong support base for all interventions in the region while resolving the prevalent coordination challenges in the North East.
8. That accessibility to communities is a recurrent challenge for International Partners; therefore, Stakeholders have resolved to adopt PCNI’s Coordination System to facilitate
Federal, State and Local Government support for accelerating access to the affected areas of the North East.

9. That the Stakeholders have underscored the need for increased collaboration with local Partners in the region to ease the core problems of information sharing, security,
acceptability, sustainability and other delivery challenges faced by the International Partners in the North East.
10. That the PCNI Monthly Coordination Forum will be based on three core deliverables of Communication, Collaboration and Coordination; and Stakeholders have all agreed to participate constructively in the coordination efforts through monthly feedbacks to the PCNI for prioritised and concerted action.
11. That the PCNI intervention process adopts a bottom-top approach that will be based on these feedbacks from Stakeholders on the field to ensure operational transparency, accountability; and unanimously adopts the PCNI tools for sourcing, tracking and collation of credible and actionable data from critical Actors including the Sector Working Groups, Federal and State Government Actors, local Community Based Organizations (CBOs) and Non-Governmental Organizations (NGOs) to enhance comprehensive and collaborative delivery frameworks.
12. That in the recovery and rebuilding of the North East, Stakeholders resolved to utilize PCNI’s Monitoring and Evaluation (M&E) Platform that systematically tallies and enhances interface in an open, accessible and interactive manner for greater impact.
