Gov. Buni forms Technical Advisory Team on development, finance
Yobe State Governor, Mai Mala Buni, has approved the constitution of a Technical Advisory Team on development and finance in an effort to ensure financial discipline, sound fiscal policies and prudent management of Yobe state’s resources.
This was disclosed in a letter signed by the Secretary to the State Government (SSG), Baba Mallam Wali, to all Ministry, Department and Agencies (MDAS) and issued on 6th September 2022.
The letter reads “I am pleased to convey the approval of His Excellency, the Executive Governor of Yobe State, Honourable Mai Mala Buni, vide Executive Order 2 of 5th September, 2022 of the establishment of Yobe State Technical Advisory Team on Development and Finance.
“This is an effort to ensure financial discipline, sound fiscal policies and prudent management of the state’s resources for
the overall development of the state.
According to the letter, members of the Technical Advisory Team on Development and Finance include Mohammed Abatcha Geidam, Chairman; Musa K. Amshi, Member; Yusuf Aji Amshi, Member; Modu Sanda Gulani, Member; Yusuf Ahmed Jajere, Member; Ahmed Saleh Farafara, Member, and Baba Ali Mohammed as Secretary.
The letter outlined the team’s terms of reference to include: Advise His Excellency on the state’s overall financial condition, fiscal accountability and transparency,
establishing and implementing a system aimed at improving efficiency, reducing cost and plugging leakages.
“Advise His Excellency on settling of laws, rules, systems and processes for the state government to mobilise revenue, allocate public funds and undertake public spending
accounting for funds, and audit results. Debt management issues/status of state’s debt and superintend the production of State Development plan.
“Work with development partners in order to attract support from the federal government, international and local partners; establish a framework for oversight and coordination of the activities of the development partners including international, national and non-governmental organisations and civil organisations operating in the state.
“The team will also ensure that all non-governmental organisations operating in the state are registered so as to monitor the progress of implementation and keep
data on the progress of the development partners, to improve internal coordination and foster collaboration and information sharing among sectors towards the achievement of the State’s Development Plan.
“To collate the annual work plan of all partners for documentation and analysis and ensure alignment with the State’s Development Plan and inclusion of such work plan into the State’s Annual Budget.
“To support programmes and activities in the state based on state priorities, ensuring alignment with development priorities.
“To secure agreement between all partners and the state entities on all collaborations required to implement and monitor state-led development.
The letter further reads: “The team will perform any other functions that will meet the desired objectives stated herein above or as may be directed by His Excellency.
“All MDAs are to give maximum support and cooperation to the team to ensure successful discharge of its onerous responsibilities,” the letter concluded.
