HAAF advocacy team takes community health, human rights concerns to key stakeholders in Konduga

Maiduguri/Konduga, Borno State — September 23, 2026

A State Advocacy Team (S.A.T) under the Community-Led Monitoring (CLM) component of the Global Fund-supported National TB/HIV Reach Impact Project (N-THRIP) has engaged key stakeholders in Konduga Local Government Area of Borno State over community-identified concerns affecting access to healthcare, human rights protection and redress.

The advocacy engagements, led by Hope and Awareness Foundation (HAAF), were held with the National Human Rights Commission (NHRC), Borno State Office, on September 21 and the District Head of Konduga on September 23, 2026.

The engagements provided an opportunity for the team to present evidence generated through CLM activities, including findings from community consultations, focus group discussions and community-level monitoring.

At the engagement with the NHRC, the team raised concerns over limited access to legal services among community members. Findings from the CLM process showed that 64.3 per cent of respondents reported having no access to legal services, highlighting a significant gap in access to legal support and available mechanisms for seeking redress.

The team also presented concerns around stigma, fear of disclosure, rejection and social exclusion, particularly among people requiring sensitive health and protection-related services.

The advocacy team stressed the importance of strengthening awareness of available human rights protection and redress mechanisms and ensuring that community members know where and how to seek appropriate support when their rights are threatened or violated.

During the engagement with the District Head of Konduga, the team presented community concerns relating to access to essential health services and commodities.

Among the issues highlighted was the availability of essential malaria medicines and preventive health commodities. CLM findings showed that 27 per cent of respondents reported that malaria medicines had not been available when needed within the previous two months, while 54.8 per cent reported not having access to treated mosquito nets.

The team also raised concerns about delayed viral-load results, low availability of medicines, unreliable electricity and weaknesses in existing solar power arrangements at health facilities.

Mental health and psychosocial support were also discussed, alongside the need to strengthen community participation through Ward Development Committees (WDCs) and other community structures.

The engagement with the District Head followed a WDC validation activity conducted at Dalori Primary Health Centre on August 28, 2026, where community-level concerns relating to health service delivery were reviewed and validated.

The SAT emphasised the importance of continued collaboration among traditional leaders, health facilities, community structures, implementing partners and other relevant stakeholders in addressing concerns affecting access to healthcare and human rights protection in the local government area.

The advocacy delegation comprised representatives from HAAF, including the Executive Director, Programme Officer and CLM Data Collector; the TB Network; NEPWHAN State Monitoring and Evaluation team; Achieving Health Nigeria Initiative (AHNi); General Hospital Konduga; and the media.

The engagements demonstrate how community-led monitoring can provide a structured platform through which the experiences of community members and health service users are documented, validated and presented to institutions with relevant responsibilities.

Rather than treating community feedback as an end in itself, the CLM process provides a pathway for identified concerns to be taken to relevant stakeholders for dialogue, accountability and follow-up.

The State Advocacy Team will continue to monitor the issues identified through the CLM process and engage relevant stakeholders as part of ongoing efforts to strengthen community participation, accountability and access to quality health and human rights services in Konduga LGA.
