Iran accuses U.S. of deliberate economic destabilization in UN letter
The Islamic Republic of Iran has formally accused the United States of deliberately destabilizing its economy in an official letter to the United Nations Secretary-General, António Guterres.
In the letter, dated 22 January 2026 and circulated to the UN Security Council, Iran cites public remarks made by U.S, Secretary of the Treasury Scott Bessent during the World Economic Forum in Davos, Switzerland. According to Bessent, U.S. economic measures were intentionally designed to “cripple” Iran’s economy, leading to a currency shortage, bank failures, and shortages of imported goods, factors that Iran says provoked domestic unrest and street protests.

“This admission constitutes indisputable evidence of the United States’ direct and deliberate role in destabilizing Iran,” the letter states. Iran claims that the U.S. deliberately targeted ordinary civilians and turned peaceful demonstrations into violent unrest, a policy it describes as a potential crime against humanity.
The letter further alleges that these actions are part of a broader U.S. “regime-change agenda,” citing repeated threats of military force, calls for regime change, and encouragement of protesters to seize state institutions. Between 8 and 12 January 2026, Iranian authorities report that civilians were killed in unrest allegedly fueled by armed groups supported by the U.S. and Israel.
Iran holds the United States fully accountable for the loss of civilian lives, injuries, and damage to property, emphasizing that these outcomes were foreseeable consequences of Washington’s economic and political policies.

The Iranian mission urged Secretary-General Guterres to remind the United States of its obligations under the UN Charter to respect state sovereignty, refrain from coercion, and avoid unlawful interference in internal affairs.
The letter reflects ongoing tensions between Tehran and Washington amid growing international concern over economic sanctions and their human impact. The UN has not yet issued a response to Iran’s formal communication.
