NCS issues first PAAR under B’Odogwu Trade Management System
The Nigeria Customs Service (NCS) has successfully issued the first Pre-Arrival Assessment Report (PAAR) under its new B’Odogwu (Unified Customs Management System), marking a key milestone in the agency’s ongoing efforts to modernize trade processes through technology.
This achievement represents a significant step toward transforming the country’s customs operations and improving trade efficiency.
In a statement by Abdullahi Maiwada, the Assistant Comptroller of Customs and National Public Relations Officer, stated, “The launch of the B’Odogwu system is a testament to our commitment to ensuring a more transparent, efficient, and seamless trade environment.
This new system is set to transform how trade is managed in Nigeria, benefiting both importers and the customs community alike.”
The breakthrough follows recent strategic talks between the Comptroller-General of Customs, Bashir Adewale Adeniyi, MFR, and the Governor of the Central Bank of Nigeria (CBN), Olayemi Cardoso.

In their discussions, both institutions emphasized the importance of improving trade processes, increasing revenue collection, and enhancing financial integration, all of which are supported by the B’Odogwu system.
Developed as a Nigerian solution to replace the Nigeria Integrated Customs Information System (NICIS II), B’Odogwu aims to modernize customs operations, enhance trade documentation efficiency, and strengthen collaboration between agencies. During the pilot phase at the Port and Terminal Multi-Services Limited (PTML) Customs Area Command, multiple stakeholders, including other government bodies, were involved to ensure a smooth transition.
With the successful issuance of the first PAAR, the NCS is now poised to roll out the system nationwide, streamlining customs procedures and facilitating trade.
The Service also remains committed to finalizing all necessary integrations with financial institutions, including Authorized Dealer Banks (ADBs), to enable seamless foreign exchange transactions and trade-related payments.
The Nigeria Customs Service, under the leadership of Comptroller-General Bashir Adewale Adeniyi MFR and his management team, appreciates the support of all stakeholders.
