Senate bans export of unprocessed maize, imposes imprisonment for defaulters

The Nigerian Senate has amended a bill prohibiting the export of unprocessed maize, introducing a mandatory one-year jail term for offenders.
The revised bill, originating from the House of Representatives, bans the commercial export of unprocessed maize in large quantities, aiming to address food security concerns. Following a review of its clauses, the Senate approved the bill through a majority voice vote.
The provisions stipulate that anyone exporting, facilitating, or attempting to export unprocessed maize—including grains, cobs, fresh, or dried—in quantities of one metric ton or more, commits an offence
Violators are liable, upon conviction, to a fine equivalent to the monetary value of the goods exported or sought to be exported, imprisonment for one year, or both. Customs officers or individuals who aid or conspire in such offences are also subject to the same penalties. Jurisdiction for such cases will rest with the Federal High Court.
Senate Leader Opeyemi Bamidele (APC, Ekiti Central), presenting the bill, explained its objective:
“The bill aims to prohibit the exportation of maize and address the ongoing food crisis in Nigeria.”

While the majority supported the bill, Garba Maidoki (Kebbi South) proposed an amendment to exclude maize derivatives, citing the need to protect farmers. Aminu Abbas (PDP, Adamawa Central) seconded the proposal, noting that derivatives such as corn flour, cornmeal, and cornflakes form part of the agricultural value chain.
Deputy Senate President Barau Jibrin approved the amendment, stating:
“The derivatives are the products of the value chain because you create jobs by allowing that to occur.”
The amendment ensures only unprocessed maize is restricted from exportation, exempting derivatives. However, both chambers of the National Assembly will convene a conference committee to finalise and harmonise the bill before transmitting it to the president for assent.
