NMDPRA reveals Port Harcourt Refinery supplied diesel despite shutdown

The Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) has disclosed that the Port Harcourt Refinery supplied diesel into the market even while the facility was officially shut down.
The revelation was made by the Chief Executive Officer of NMDPRA, Engr. Farouk Ahmed, who explained that the diesel supply came from products previously processed and stored before the refinery’s shutdown for maintenance and rehabilitation works.
According to Ahmed, the refinery did not engage in fresh refining operations during the shutdown period, stressing that the diesel released was part of existing stock meant to stabilise supply and prevent scarcity.

He added that NMDPRA closely monitored the distribution to ensure compliance with regulatory standards and transparency, noting that the action was taken in the interest of energy security and market stability.
The disclosure has sparked public discussion amid heightened scrutiny of Nigeria’s refineries and fuel supply chain, with stakeholders calling for clearer communication on refinery operations and output.
NMDPRA reaffirmed its commitment to regulating the downstream sector effectively and ensuring Nigerians have access to quality petroleum products at all times.
