Governor Bala Mohammed of Bauchi State has appointed Dr Aminu Gamawa as the new Chief of Staff (COS) and Barrister Ibrahim Muhammad Kashim as the Secretary to the State Government (SSG).
The appointment of the new COS was contained in a statement signed by Mukhtar Gidado, the Special Adviser on Media and Publicity to the Governor, on Monday 14 June 2021 in Bauchi.
Dr Gamawa replaces Ladan Salihu, sacked on June 9, alongside the Secretary to the State Government, commissioners and other political appointees.

Dr. Aminu Gamawa is a legal professional, teacher, and policy expert. He holds a Master’s and Doctorate degrees in law from Harvard Law School at Harvard University. He got a first class in LL.B. from the University of Maiduguri, and also a first class BL from the Nigerian Law School, Lagos.
While at Harvard, he was the Coordinator of the Harvard Law School Graduate Forum (2011-2014) and a Teaching Fellow.
Dr. Gamawa, a certified Mediator with the Harvard Mediation Program, was the immediate past Commissioner for Budget and Economic Planning, Bauchi State where he coordinated and supervised six Directorates: Budget, Planning, Statistics, Administration & Finance, Monitoring & Evaluation and Donor and Multilateral Cooperation.
From Gamawa Local Government Area of Bauchi State, the new appointee is a legal practitioner, teacher, policy expert and public servant. He has worked across a wide range of organisations, government agencies, educational institutions and non– profitable entities.
According to the statement, “In 2019 Dr Gamawa was appointed as Commissioner for Budget and Economic Planning, Bauchi State. He was also the State Focal Person for World Bank Projects, Chairman of Bauchi State COVID-19 Economic Recovery Committee 2020.
“Also, Vice Chairman of Bauchi State World Bank States Fiscal Transparency, Accountability and Sustainability (SFTAS), Regional Representative of Technical Working Group on Subnational Ease of Doing Business, among other responsibilities.
“While at Harvard he was the Coordinator of Harvard Law School Graduate Forum (2011-2014) and a teaching fellow. He presented many academic and professional papers at local and international conferences. Dr Gamawa was in the year 2020 awarded with the National Productivity Order of Merit (NPOM) Award.
“Until his appointment, he was the immediate past Commissioner for Budget and Economic Planning, Bauchi State, the statement said.
The appointment takes immediate effect, the statement added.
Barely 24 hours after announcing the new COS, Governor Bala Mohammed, also announced the appointment of Barrister Ibrahim Muhammad Kashim as the Secretary to the State Government (SSG).
Kashim, who is a former lecturer at the Usmanu Dan Fodio University, Sokoto, replaced Mohammed Sabiu Baba.
The appointment of the new SSG, which takes immediate effect, was also contained in a statement signed by Mukhtar Gidado on Tuesday 15 June 2021.
Gidado disclosed that Kashim held an LL.B, BL, LLM and Masters in Business Administration and various Post Graduate Certificates in Management, Administration and Economic Reform and Divestiture from many institutions in the United Kingdom and the United States.
Kashim hails from Bauchi Local Government Area of the state. He is a legal practitioner, a former lecturer at Dan Fodio University, Sokoto, a public servant and a policy expert.
He retired in 2015 as a Director in the Presidency (Bureau for Public Enterprises) where he headed various departments and acted as the Director-General.
Upon retirement, Barrister Kashim ran a consultancy outfit, Kauthar Resources Nig. Ltd and had consulted for various transport sector committees of both houses (Chambers) of the National Assembly, House Committee on Commercialisation and Privatisation and the Nigerian Shippers’ Council.
The new SSG is a registered member of the Nigeria Economic Summit Group (NESG), a non-profit, non-partisan private sector-led think tank with a mandate to promote and champion the reform of the Nigerian economy into an open, globally competitive economy.
Kashim was in 2020 appointed as the pioneer Director-General, Bauchi State Bureau for Privatisation and Economic Reforms, an agency set up by Governor Mohammed’s administration to resolve, reform, restructure and grow the state’s economy.
