Over 40 directors fail permanent secretary qualification exams

A memo from the Office of the Head of Service disclosed that over 40 directors have failed the examination required to qualify for the permanent secretary position.
Out of a total of 92 directors scheduled to take the exam on May 27, 2024, 40 directors achieved scores below 50%, indicating their failure.
Additionally, the exam results revealed that three directors were absent, and one director was unable to complete the test.
A memo dated May 28, 2024, from the Office of the Head of Service, identified as “HCSF/CMO/AOD/012/IX/59,” indicated that the next evaluation would involve an ICT-based test.
The Federal Government, in association with the Office of the Head of Civil Service, announced the initiation of the selection process for new permanent secretaries to fill vacant positions in Akwa Ibom, Anambra, Bauchi, Ebonyi, Jigawa, Ondo, and Zamfara States, as well as the South-East and South-South regions.
In correspondence addressed to notable figures like the Chief of Staff to the President, Femi Gbajabiamila, and the Secretary to the Government of the Federation, George Akume, the Head of Civil Service of the Federation, Folashade Yemi-Esan, highlighted the criteria for directors to be considered eligible for the appointment of a permanent secretary.

“These conditions include achieving the substantive Director rank at Salary Grade Level 17 on or before January 1, 2022; updating records on the IPPIS Verification Portal; originating from the specific states or regions noted earlier; and not planning to retire from service before December 31, 2025,” as specified in the circular dated April 19, 2024, labeled “HCSF/CMO/AOD/012/IX/24.”
The circular also mentioned that individuals undergoing disciplinary actions were disqualified from participating in the selection process.
