USAID, Adamawa govt develop budget profile, cash plan

The United State Agency for International Development (USAID) State2State activity in collaboration with Adamawa State Government has developed a 2023 budget profile and cash plan to enhance accountability, transparency, and effectiveness in the public sector.

Speaking at the workshop in Yola, Hajiya Maryam Shehu-Dikko, State2State team lead, said the budget profile and cash plan is another activity that would help to improve the budgeting process.

She said the profile would also help in terms of breaking down the revenue and expenditure on monthly basis to efficiently and effectively make use of resources to ensure successful implementation of the budget.

According to her, good cash planning and management helps to keep the government within budgeted expenditure, prevents unanticipated borrowing, and enables negotiations for more favourable loan conditions.

Shehu-Dikko urged participants’ maximum cooperation and contribution to achieve the objectives of the workshop.

Also speaking, Ms Suzanne Myada, State2State public financial management specialist, said the objective of cash planning is to ensure that expenditures are smoothly financed during the year, so as to minimise borrowing costs.

Myada said that budget profiling simply involves an analysis of the recurrent and capital budget of each MDA to determine their monthly funding requirements.

She added that the policy will help each MDA to break down the budget into specific times that funds are needed, so as to allow funds to be given and used at the right times.

Myada said that the Adamawa State 2023 Budget Profile and Cash Plan are expected to be managed and implemented by the State Cash Management Committee and reviewed on a regular basis.

“It is also expected to improve cash planning and management in the state with improved and timely releases, especially for MDAs in the public sectors of basic education, primary healthcare, and Water, Sanitation and Hygiene (WASH)”, she said.

Mr Isa Mustapha, Director, Treasury Office of the Account General, appreciated the effort of USAID for providing technical assistance toward ensuring the successful implementation of the budget in the state.

He called on the participants to actively participate and contributes to the successful implementation of the budget policy for effective service delivery for citizens.

Mustapha encourages participants to understand that the exercise is in line with Adamawa State fiscal responsibility law.

Participants at the workshop were drawn from the State Board of Internal Revenue, Planning Commission, Ministry of Finance, Office of the Account General, Fiscal Responsibility Commission, and from the World Bank and Development Partners Coordination Office.
