Meet Kashim Musa Tumsah, appointed to NNPCL board & management team
Notable lawyer, diplomat and entrepreneur, Kashim Musa Tumsah, MFR, brother to the Board Chairman of Neptune Network Nigeria Limited, Tijjani Musa Tumsah, has been appointed to the Board and Management Team of the Nigerian National Petroleum Company Limited (NNPCL).
On Monday, 27th November 2023, President Bola Tinubu via a statement issued by his Special Adviser on Media & Publicity, Ajuri Ngelale, approved the appointment of nine distinguished Nigerians to the Board and Management Team of NNPCL.
Mr Kashim Musa Tumsah, MFR, is an accomplished lawyer, diplomat and entrepreneur par excellence. He was born on 16th April 1965 and attended the prestigious Kings College Lagos, University of Maiduguri (Law- 2nd Class Upper Credit, 1988) after finishing from another prestigious school in Maiduguri, Shehu Garbai Primary School in 1978.

He is a Nigerian Law School Award winner (three prizes in civil and criminal procedure) (1989), as well as a recipient of the Laslo Gambos Bursary Award from the Centre for Petroleum, Mineral Law and Policy Studies, University of Dundee, Scotland, UK (CEPMLP).
Tumsah trained in Resources Law and Policy (where he passed with Distinction) with a bias in Oil and Gas. He is a member of the Association of International Petroleum Negotiators (AIPN), and also of Energy Institute UK, Nigerian Bar Association (NBA), African Bar Association (ABA) and International Bar Association (IBA) amongst many other professional associations. He has over 33 years of post-call experience at the Nigeria Bar.
Mr Tumsah, a retired diplomat served during his career as Member/Secretary to the Nigerian Technical Committee on International Boundary Negotiations (1997-2005) leading to the demarcation/delimitation of Nigeria’s international land and maritime boundaries. He was also a counsel and secretary to the Nigerian Legal/Expert team to the International Court of Justice in the Nigeria-Cameroon Boundary Dispute case in addition to participating in the resolution of many internal boundary disputes in Nigeria, in addition to being the Special Assistant to the Director General, National Boundary Commission (1999-2002).
Mr Tumsah was also the pioneer Legal Adviser of the Nigeria-Sao Tome and Principe Joint Development Authority (JDA) 2002 – 2005 and was later appointed to serve as the Executive Director, Finance and Administration and Secretary of the Board and Joint Ministerial Council of the JDA from October 2010 – January 2018 when he voluntarily disengaged from the JDA.
Mr Tumsah also served as the Executive Vice Chairman, Gulf of Guinea Consulting Ltd. from February 2018 to December 2021. He is currently the Chairman of Gulf Consulting LLP since January 2022; Chairman, Alegre Integrated Farms LTD; Chairman, Avocado Investment International Limited; Director/Project Coordinator, Dragon Oil and Gas Cote D’ Ivore Block CI-24 Project from March 2018 to date, amongst others.
In addition to the experiences above, Mr Tumsah also accomplished the following:-
Conceptualised, drafted and managed the Treaty and all the Agreements, Regulations and Laws in operation in the JDZ.
Actively participated in the conceptualisation and establishment of the Nigeria – Sao Tome and Principe, Joint Development Zone (JDZ) and the Joint Development Authority (JDA).
Prominently and actively participated in the negotiations of the Block 1 Production Sharing Contract on behalf of the JDA with Chevron-Texaco, Exxon-Mobil and Dangote EER (DEER) and management of the Production Sharing Contracts in the JDZ.
Actively participated in the negotiations, conclusion and drafting of all the Agreements and Protocols for the International Unitisation of Zafiro/Ekanga Oil Fields between Nigeria and Equatorial Guinea.
Served as Member/ Secretary of the Committee on the conceptualisation, review, and drafting of the Bill to establish the Border Region Development Agency (BCDA) (2000-2002), and later the lead Consultant for the Production of the take-off and Administrative Procedures and Working Documents of the BCDA.
Lead Consultant for the Production of all the Administrative Procedures and Working Documents of the Gulf of Guinea Commission. (2007).
In 2002, Mr Tumsah received an international award when he was conferred with the Equatorial Guinea National Honour Of Cabalero de la Order Merito Civil, for his role in the Negotiation and Delimitation of the Nigerian-Equatorial Guinea Maritime Boundary and the International unitisation of the Zafiro/Ekanga Field.

Also in 2004 in recognition and appreciation for his outstanding and meritorious service to his country, Mr Tumsah was conferred with the Nigerian National Honour of Member of the Order of the Federal Republic (MFR) for his role in the negotiation and delimitation of Nigeria’s Land and Maritime Boundaries.
Mr Tumsah, as a recognised expert and resource person on the Management of transboundary resources has published widely acclaimed articles and presented several papers on “Joint Development, Management and Security of Trans Boundary Resources” at local and international seminars and workshops.
He is happily married and blessed with children.
