State police will drain resources, KACRAN warns Northern Govs
The Kulen Allah Cattle Rearers Association of Nigeria (KACRAN) has urged Northern governors to reconsider the proposed establishment of State Police, warning of its dire financial, social, and political consequences.
In a statement signed by its National President, Khalil Moh’d Bello, KACRAN cautioned that creating State Police would impose unsustainable costs on state governments and divert resources from critical sectors like education, healthcare, and infrastructure.
“The financial burden is enormous,” Bello stated. “A state with 15 local governments will need around ₦10 billion to establish State Police and an additional ₦3 billion monthly to maintain it. For larger states like Kano, the setup cost could reach ₦30 billion, with monthly expenses of ₦3 billion.”
KACRAN expressed concerns about the potential job insecurity for newly recruited officers, which could lead to an increase in crime rates if funding becomes insufficient.
“If these officers are laid off due to budget constraints, it will create a new wave of criminal activities. We need stability, not more insecurity,” Bello emphasised.
The group also warned that establishing State Police could weaken the Nigeria Police Force (NPF) by drawing away experienced officers, thereby compromising national policing efforts and coordination.
KACRAN highlighted the risk of State Police being exploited for political purposes, with local leaders using the force to victimise opposition parties and settle political scores.
“This is a recipe for lawlessness and anarchy,” the statement noted. “State Police should not be used as a tool for political gains at the expense of public safety.”

Instead of State Police, KACRAN urged Northern governors to invest in initiatives that address the root causes of insecurity, such as poverty and unemployment.
“Focus on agriculture, livestock farming, and industrial development to create jobs and empower our youth,” the association suggested. “Improved infrastructure and youth employment programs will bring lasting solutions to our challenges.”
KACRAN also proposed the establishment of a Security Foundation Fund, with monthly contributions of ₦50 million to support law enforcement officers’ welfare, including medical care and family support for those injured or killed in the line of duty.
The association called on the Arewa Consultative Forum, traditional rulers, and other key stakeholders in the North to oppose the establishment of State Police and prioritise sustainable development for the region.
“Investing in social services and economic growth is the only way forward,” Bello concluded. “State Police will only exacerbate the challenges we already face.”
