A few days back, the chief executive of Yobe Hon. Mai Mala Buni appointed Dr Sheriff Ibrahim Almuhajir as MD of Yobe Microfinance Bank. An appointment well deserved, with a lot of ambiguity from a few more people who knew less or nothing about the CBN guidelines. Let me clear the air as an educator.

1. There is a difference between constitution and guidelines, to say the least.
2. The CBN guidelines clearly stated its criteria with a binding clause which fits right the appointment (see attached).
3. Guidelines are not binding on the chief executive but the constitution is.
4. A PhD is most qualified for any managerial position especially that the CBN has given a clause.
5. The appointee has over 10 years experience in the academia, teaching Islamic financial and administration.
6. A clause always gives an opening for the constitution to override guidelines (ask lawyers) and see a case of Hameed Ali (the best performing custom boss).
7. As an academician, I can say without hesitation that a PhD holder is most qualified to head any agency provided there is a clause binding therewith.
An appointment by the chief executive of a state should not be taken lightly hitherto.
