Gov. Buni to establish three new agencies, raises total MDAs to 23 in six years
Yobe State Governor, His Excellency Hon. (Dr) Mai Mala Buni, CON, is set to establish three additional strategic institutions—the Yobe State Rural Electrification Commission, the Yobe State Agency for Drugs and Rehabilitation, and the Yobe State Urban Development Agency—bringing the total number of Ministries, Departments and Agencies (MDAs) created by his administration to 23 within six years.
The Yobe State Rural Electrification Commission (Y0REC) is mandated to expand access to electricity in rural and underserved communities through grid extension and renewable energy solutions. This intervention is expected to stimulate economic activities, enhance security, and significantly improve the quality of life of citizens across the state.
The Yobe State Agency for Drugs and Rehabilitation (YADR) will address the growing challenge of drug abuse and substance dependency through coordinated prevention, treatment, rehabilitation, and reintegration programmes, thereby strengthening public health, youth development, and social stability.
Similarly, the Yobe State Urban Planning Development Agency (YOSUPDA) will provide a structured framework for orderly urban growth, infrastructure development, environmental management, and sustainable urban planning, in line with modern development standards and best practices.
Over the past six years, Governor Buni’s administration has demonstrated an unwavering commitment to institutional development, inclusive governance, and sustainable growth through the creation of 25 MDAs.
These include newly established ministries such as the Ministry of Wealth Creation, Ministry of Humanitarian Affairs, and the Ministry of Livestock Development.

The administration has also set up several strategic agencies to drive sectoral reforms and strengthen service delivery. These include the Yobe State Contributory Healthcare Management Agency (YCHMA), Yobe State Healthcare and Health-Related Facilities Inspection and Monitoring Agency (YOHFIMA), Yobe State Drugs and Medical Consumables Management Agency (YODMA), Yobe State Road Traffic Management Agency (YOROTA), Yobe Information Technology Development Agency (YITDA), Yobe Road Maintenance Agency (YORMA), the Yobe Geographical Information Service (YOGIS), and the Yobe State Emergency Medical Ambulance Service Agency (YEMABUS).
In furtherance of data-driven governance and inclusive development, the administration established the Yobe State Bureau of Statistics (YSBS) to provide credible data for planning, policy formulation, monitoring, and evaluation.
The Yobe State Commission for Persons with Disabilities (YSCPD) was also created to promote inclusion, protect rights, and ensure equal opportunities for persons with disabilities.
Infrastructure and rural development have equally received strong institutional backing with the establishment of the Yobe State Rural Access and Agricultural Market Project (RAAMP), the Yobe State Rural Access Road Authority (YORARA), and the Yobe State Road Fund (YSRF), all aimed at improving road connectivity, agricultural value chains, and sustainable infrastructure financing.
In response to climate change and environmental degradation, Governor Buni’s administration set up the Yobe Great Green Wall (YGGW) agency to combat desertification, promote environmental restoration, and enhance climate resilience across vulnerable communities.
To unlock private capital and accelerate economic growth, the government also established the Yobe Agency for Public–Private Partnership and Investment Promotion (YAPPPIP), tasked with attracting investments, facilitating public–private partnerships, and positioning Yobe State as a competitive and investor-friendly destination.
Collectively, these institutional reforms underscore Governor Buni’s vision of building durable, responsive, and people-centred governance structures capable of driving economic growth, promoting social equity, strengthening resilience, and ensuring sustainable development across Yobe State.
