Russia threatens total ban on whatsapp over legal compliance issues

Moscow, November 28, 2025, Russia has warned that it could completely block WhatsApp unless the messaging app fully complies with Russian laws, citing concerns over its alleged role in facilitating crime and terrorism.

The country’s telecommunications watchdog, Roskomnadzor, stated that WhatsApp has repeatedly failed to provide requested data to Russian authorities during investigations into criminal activities. The agency said the app could be “completely blocked” if it does not meet legal requirements.

This announcement follows earlier restrictions in August 2025, when voice and video calls on WhatsApp and Telegram were limited as part of Russia’s broader crackdown on foreign messaging services.

Authorities claim that WhatsApp is being used to organize terrorist activities, recruit perpetrators, and facilitate fraud, and has refused to cooperate fully with law enforcement. Roskomnadzor has urged users to consider switching to domestic alternatives, including the state-backed Max messaging app, which will reportedly be pre-installed on all new smartphones and tablets sold in Russia.

Critics have raised concerns that the move could increase government surveillance and curb digital freedom, particularly for those critical of government policies or involved in political activism.

Despite the threats, WhatsApp remains one of the most popular messaging platforms in Russia, alongside Telegram, highlighting potential challenges for authorities if a total ban is enforced.
