UBEC unveils 2025-2027 strategic roadmap for basic education development

The Executive Secretary of the Universal Basic Education Commission (UBEC), Aisha Garba, has launched a three-year strategic plan aimed at enhancing the basic education sub-sector in Nigeria. The roadmap, titled the “UBEC 2025–2027 Strategic Blueprint,” was officially introduced during a two-day Management Retreat held in Uyo, Akwa Ibom State.
A statement issued by UBEC’s Public Relations Officer, David Apeh, highlighted that the strategic retreat, led by the Executive Secretary, drew Directors, Deputy Directors, Assistant Directors, and Chief Education Officers from the Commission’s national, zonal, and state offices.
The primary objective of the retreat was to align on the implementation of the new strategic blueprint and to refine UBEC’s implementation plan with robust measures for effective monitoring and evaluation (M&E) at all levels. The session also aimed to re-orient management staff on critical leadership competencies to enhance operational efficiency, foster interdepartmental collaboration, and promote accountable leadership across the Commission.
Additionally, participants reviewed and aligned on key aspects of UBEC’s revised organisational structure, which was redesigned with the support of KPMG to optimise the Commission’s overall functioning. In her address, Aisha Garba emphasised the importance of strengthening collaboration among departments and with other relevant education Ministries, Departments, and Agencies (MDAs).

Garba further stressed the need to assess team structures and internal processes to bolster institutional effectiveness and reaffirmed UBEC’s commitment to delivering quality basic education nationwide. She underscored the importance of developing state-specific workplans aligned with national priorities to achieve these goals.
The Commission acknowledged the significant contributions of its technical partners — Solina, KPMG, and the Lagos Business School — for their expert guidance in shaping the retreat’s focus. The capacity-building sessions included modules on team leadership, performance management, and conflict resolution to equip UBEC’s management with essential skills for effective governance.
At the conclusion of the retreat, UBEC’s management staff pledged to translate the insights and strategic decisions from the retreat into actionable plans aimed at strengthening the basic education system and improving learning outcomes for every Nigerian child.
