USAID, Adamawa gov’t develop MTSS to improve education, health

The United State Agency International Development (USAID) State2State activity in collaboration with Adamawa State Government has developed Medium Term Sector Strategy (MTSS) for education, health and WASH sectors.
Speaking at the end of a four day training for developing the MTSS in Yola, Dr Chukwuma Agu, the lead facilitator said that if properly implemented, the initiative will achieve positive results.
He said, “The MTSS sets out the projects and programme that will be carried out in a sector over a three-year period and addresses the policy goals and outcomes defined in the State Development Plan (SDP), how much each program and project will cost, where the money for them will come from and who will carry them out.
“Therefore, it is the road map for delivering the state plan that combines ambition and realism, and clearly plots priorities, deliverables and costs. In other words, it links policy, planning and budgets.”
Agu appreciated the contributions of the participants and advised them to also contribute their own part for the successful implementation of the MTSS.
Earlier in her remarks, Mrs Mary Paning, Chairperson Adamawa Planning Commission appreciated the USAID and resource persons for the training, which she described as timely.
She said the state is in need of such initiative for a long period of time to effectively transform its affairs.
“This has been an item that has been missing in the list of documents that we have in planning commission with earnest seriousness and having it now on board for the state is not a small issue”, she said.
Similarly, the Team Lead, State-to-State in Adamawa, Hajiya Maryam Dikko, said state2state is carrying out reform activity, intervention that focuses majorly on public financial management.
“We work toward strengthening accountability, transparency and effectiveness in the government system”, Dikko said.
She said the objectives of the MTSS is to improve budget credibility and create a proper link between policy, planning and budgets.
She added that the MTSS will help to improve efficiency and effectiveness in fiscal management and increase budget allocation to the three priority sectors of Health, Education, and WASH.
