Hope for Gaza: Egypt, Qatar, Turkey unveil ceasefire plan with hostage swap, Israeli withdrawal

Hamas negotiators are weighing a fresh ceasefire plan for Gaza, jointly crafted by Egypt and Qatar with support from Turkey, aimed at ending the ongoing war and securing the release of all hostages.

According to an August 11, 2025, report by The Times of Israel, the initiative seeks to halt the fighting and lay the groundwork for lasting peace.

Under the proposal, all hostages, alive or deceased, would be released in exchange for Palestinian prisoners held in Israel.

Simultaneously, Israel would begin a phased military withdrawal from Gaza, monitored by Arab and American supervisors to ensure transparency and adherence to the deal.

The pullout would continue until a separate agreement is reached on disarming Hamas and removing it from Gaza’s governing role. During this transitional phase, Turkey and other mediators would work to ensure Hamas suspends all military operations.

This freeze in hostilities would create a platform for direct negotiations aimed at securing a permanent resolution to the conflict. The mediators’ involvement underscores their commitment to preventing further escalation during this sensitive period.

If Hamas accepts the terms, the proposal will be sent to U.S. mediators, who would then present it to Israel.

The plan is strategically designed to counter Israeli Prime Minister Benjamin Netanyahu’s arguments for maintaining a military presence in Gaza by addressing key points such as hostage release, prisoner exchange, and de-escalation.

By tackling these issues, the initiative aims to remove any justification for a prolonged occupation and set the stage for a negotiated peace, reflecting a united regional effort to stabilise Gaza.
