PCC conducts training for North-East staff on human rights–based investigation methods

The Public Complaints Commission (PCC), with the support of Mutlatech Concepts Limited Consultants, has concluded a two-day intensive training for its North-East staff on a Human Rights-Based Approach to Investigation.
The training, which took place from November 25th to 26th, 2025, was held simultaneously across Yobe, Borno, and Adamawa states.
It aimed to equip participants with the knowledge, skills, and ethical framework necessary to conduct investigations that are not only effective but also respectful, dignified, and aligned with international human rights standards.
The training employed a participatory methodology, blending theoretical presentations with practical group exercises and stimulating discussions.
In his welcome remarks during the training in Damaturu, Yobe State, PCC Commissioner Hassan Garba Katuzu linked continuous professional development directly to PCC’s core mission.

He asserted that investing in staff skills is fundamental to ensuring thorough investigations, proper complaint handling, and institutional accountability.
In his remarks, Mr Aliyu, a supervisor to Yobe State from the Commission’s headquarters in Abuja, expressed satisfaction and encouraged participants to apply the knowledge learned in practice.
Participants expressed that the training improved their skills, broadened their understanding of human rights obligations, and prepared them to conduct investigations more effectively and responsibly.

Each state had two resource persons; Samira Ahmed and Jamila Shuaibu for Yobe; Zainab Ajimi Badu and Dr Usman Waziri for Borno; and Hauwa Usman Aliyu and Dr H. A. Jalo for Adamawa State.
The outcomes of the two-day capacity-building training will serve as a foundation for improving the quality of investigations carried out by the Commission and strengthening public trust in its work.
