Dr Bukar Shuaibu, CFR was born 1927 in Geidam in the old Borno Province (now Yobe State). He had Islamic Studies, Elementary School and Middle School at home before proceeded to famous Barewa College in 1934-48, Liverpool University and obtained Bachelor Degree in Veterinary Medicine 1949-54 and also a member of the Royal College of Veterinary Surgeons.
He was the first Northerner and Nigeria to acquire this feat. He later attended the Edinburgh University with Diploma in Tropical Veterinary Medicine Between 1957-58.
The Man who was to become an epitome of the true Northern civil servant, he started his career as Field Veterinary Officer in the Northern Region of Nigeria between 1954-60. With his education and commitment to service, he rose to become Permanent Secretary in charge of Ministry of Animal and Forest Resources, Northern Region of Nigeria 1961-67.
After the bloody Coup of 1966 and creation of twelves states in 1967. A highly educated and conscientious Northern and true Nigeria were drafted to the Federal Civil Service to balance the gaping difference.
Dr Bukar Shuaibu was one of such people and later became Permanent Secretary Federal Ministry of Agriculture and Water Resources 1968-78. It was from that position he was appointed Nigerian Ambassador to Italy and served in that capacity from 1978-80. He was appointed Special Adviser National Security to President Shehu Usman Shagari from 1981-83, Federal Minister of Agriculture and Water Resources 1984-85.
He was Chairman Federal Environmental Protection Agency of Nigeria 1988-92; Chairman National Advisory Committee on Agricultural Research 1992-99; Member of the Nigerian Delegation to FOA African Regional and Biennial Conference 1963-84; Member Board of Trustees of the Institute of Tropical Agriculture (IITA ) and later Chairman 1968-76; Nigerian Representative on Consultative Group on International Agriculture Research 1974-77; Chairman West African Rice Development Association (WARDA) 1974-76; Member International Livestock Centre for Africa (LICA) 1975-77; Member Board of Trustees of the International Fertilizer Development Centre (IFDC) 1981-98; Member Advisory Committee of Australian Centre for International Agricultural Research 1980-85; Member UN Commission on Environment and Development (Bruntland Commission) 1985-87; Head Nigerian Delegate to the Negotiation Sessions of the preparatory committee of the UN Conference on Environment and Development, which culminated in the Rio Earth Summit 1990-92; Chairman Oversight Panel FAO Special Programme for Food Security (SPES) 1994
Dr Bukar Shuaibu remains one of the most outstanding performers in the socio-political landscape of Nigeria he was conferred with the commander of the Order of the Federal Republic of (CFR).
He died 8th February 2006 died in Maiduguri after a protracted illness.
